QWEST CORP. v. WORLDCOM, INC., 03-1489

The district court's entry of a permanent injunction barring the Minnesota Public Utilities Commission (MPUC) from requiring plaintiff to provide defendant with reports regarding the provision of certain telecommunication services is reversed where the FCC has not preempted the authority of the MPUC in this area.
