RICE v. KEMPKER, 03-2979

Missouri Department of Corrections policy banning cameras and tape recorders from executions does not violate the First Amendment since it is a reasonable time, place and manner restriction on speech which upholds a substantial governmental interest and does not unreasonably limit alternative avenues of communication.
