Plaintiffs failed to prove the Department of the Interior's temporary moratorium on issuing Special Use Permits on the Niobrara River in north central Nebraska to new outfitters was arbitrary, capricious, an abuse of agency discretion, in excess of statutory authority or without observance of the procedure required by law.
