ARCHULETA v. HEDRICK, 03-1348

Habeas petition filed by a criminal confined in Missouri by reason of a Utah commitment order issued pursuant to 18 U.S.C. section 4243(e) and (f) must be tranferred to the District of Utah. The district court erred in treating this as a "conditions of confinement" case when the dominant theme of the petition is that continued confinement is unlawful and unconstitutional.
