FORD v. NORRIS, 03-2917

Order granting habeas relief is reversed. Claim of ineffective assistance of counsel, based on attorney's failure to object to statements by the prosecution that were allegedly false and outside the record, was based entirely on Arkansas law of trial procedure, and the claim is governed by state law, not federal law.
