RURAL IOWA INDEP. TEL. ASS'N v. IOWA UTILS. BD., 02-4060

Because the challenge is to defendant's interpretation of an FCC order, rather than to the validity of the order itself, this quarrel is not subject to the Hobbs Act and district court has jurisdiction. Dismissal for lack of jurisdiction is reversed.
