GATLIN v. GREEN, 02-3705

Police officer was entitled to qualified immunity on claim he violated decedent's civil rights when he advised about the handling of a letter, intercepted during mail inspection at a detention center, revealing decedent's cooperation with authorities in a drug investigation; complaint failed to state a section 1983 claim against the City, there being no evidence of a discriminatory policy, practice or custom, or of a conspiracy to violate the victim's rights.
