Qualified immunity entitles defendants to summary judgment. The record does not support a finding that defendants violated clearly established law by hiring another person, instead of one of the plaintiffs, to fill a vacancy; evidence is insufficient to find that defendants selected the candidate for any reason other than her qualifications, nor is there any evidence of intent to discriminate or retaliate.
