Plaintiff's complaint alleging deprivation of her rights under the Full-and-Equal Benefit clause did not allege a violation of her Right-to-Contract under 42 U.S.C. section 1981. Because defendant was not acting under color of state law, plaintiff's full and equal benefit claim was properly dismissed.
