Summary judgment was properly granted because employee failed to establish that the city perceived him to be disabled within the meaning of the ADA or Missouri Human Rights Act. Inability to perform police officer job is insufficient to establish a claim, and the retaliation claim is barred by the doctrine of sovereign immunity.
