Plaintiff had standing to pursue First Amendment claims against a city and its mayor, as city's conduct subjected him to injury in fact, but had no standing to sue other named defendants whose conduct did not threaten him with actionable harm, did not violate his equal protection rights or amount to intentional infliction of emotional distress.
