TOW OPERATORS v. CITY OF KANSAS CITY, 02-2876

City ordinance designed to halt wreck chasing by tow companies was not preempted by the FAA Authorization Act of 1994; state has properly delegated its safety regulatory authority to the city through the adoption of charter-city authority, and the ordinance therefore fell within the safety exception, 49 U.S.C. section 14501(c)(2)(A).
