Excess liability policies provided for mandatory arbitration, but the district court erred in confirming arbitrators' declaration that the decision was binding. Substitution of a party-arbitrator before the substantive arbitration hearing and the panel's deliberations was valid, and did not require vacation of the arbitration decision.
