Army Corps of Engineers's actions in releasing water from reservoirs feeding the Missouri River are constrained by the Flood Control Act of 1994 and the Missouri River Main Stem Reservoir Regulation Manual and are subject to judicial review. North and South Dakota courts erred in enjoining the Corps of Engineers from lowering reservoirs. Nebraska court did not err in ordering Corps to follow the Manual.
