US v. SABRI, 02-1561

In charging bribery under 18 U.S.C. section 666(a)(2), the government need not prove a nexus between offense conduct and expenditure or use of federal funds. Statute is a legitimate exercise of Congress's power to make laws "necessary and proper" for the general welfare.
