KING v. FLETCHER, 02-1967

State police member were not entitled to qualified immunity on claim they illegally seized a vehicle during a "chop shop" investigation, as genuine fact issues exist whether owners consented to searches of the vehicles, and whether officers had probable cause to seize vehicles with missing or mismatched vehicle identification numbers.
