A city employee's termination did not violate Missouri Rev. Stat. Sec. 79.240, and though plaintiff had a liberty interest in clearing his name, he received sufficient notice and hearing. Comments which served as the basis for a defamation claim were non-actionable privileged opinions expressed as part of an ongoing political dispute.
