FREEMAN v. GRAVES, 02-2822
The standard from U.S. v. Cronic, 466 U.S. 648 (1984), which presumes prejudice from ineffective assistance of counsel, only applies when the attorney's failure is complete. Under a Strickland standard, petitioner could not show actual prejudice and was not entitled to relief.
