MISSOURI CHILD CARE ASS'N v. CROSS, 01-3346

In a suit against directors of the Missouri Department of Social Services, to enforce foster-care provider reimbursement provisions of the Adoption Assistance and Child Welfare Act, directors were not entitled to Eleventh Amendment immunity; the Act does not reflect Congress's intent to limit Ex Parte Young actions.
