SKILLICORN v. LUEBBERS, 00-3891

Chapter 154 of the AEDPA, 28 USC 2261, applies if a state has a mechanism for the "appointment, compensation, and payment" of competent counsel in death penalty cases in place on the date when post conviction counsel was appointed, not selected.
