North Dakota ordinance regulating residential picketing is content neutral, and neither void for vagueness or overbreadth nor facially unconstitutional. Absent a record establishing illegal arrest, plaintiffs cannot succeed on claim that arresting officers unconstitutionally applied the ordinance.
