In a long-running litigation over racial discrimination in public housing in Chicago, award of attorney's fees to plaintiffs' attorneys is affirmed where, even if there was a broken link between the proceedings before the district court concerning the construction of new housing facilities and earlier parts of the case, the plaintiffs nonetheless prevailed, and the district court did not abuse its discretion with the fee award.
