Strand v. Minchuk, 18‐1514
Held that a police officer was not entitled to qualified immunity for shooting a semi‐truck driver in the context of an argument and fist fight over parking tickets, at least at the summary judgment stage. Affirmed the district court, which had concluded that material questions of fact existed in this lawsuit alleging the unconstitutional use of excessive force.
