Reed v. Palmer, 18-1429
Reinstated the claims of two Iowa youths that they suffered from unconstitutional conditions at a juvenile detention center in Wisconsin. The youths alleged wrongdoing by the head of Iowa's Department of Human Services, who had contracted to use the Wisconsin facility where they allegedly suffered prolonged use of isolation cells and excessive force. On appeal, the Seventh Circuit held that the district court acted prematurely in deciding on a motion to dismiss that the Iowa official had qualified immunity.
