Hammer v. US Department of Health and Human Services, 18‐2523

Held that the district court erred in abstaining from a dispute between the federal government and a defunct health insurance company's liquidator concerning certain monies owed in connection with the Affordable Care Act. Reversed and remanded for further proceedings, concluding also that the district court construed its removal jurisdiction too narrowly.
