United States Seventh Circuit

In a Second Amendment action involving a handgun ban, district court judgment is affirmed where: 1) the Second Amendment applies only to the federal government; 2) the Supreme Court has not telegraphed any plan to overrule Slaughter-House and apply all of the amendments to the states through the privileges and immunities clause; and 3) proposals to incorporate the Second Amendment are for the Justices rather than a court of appeals.
