Walker v. Calumet City, 08-3727

In a property ordinance dispute involving attorney's fees, district court order awarding attorney's fees to plaintiff is reversed where the dismissal of the case for mootness did not make plaintiff a prevailing party and impose a judicial imprimatur that would permit awarding attorney fees, as there was no final judgment on the merits in plaintiff's favor and no consent decree was entered.
