In an appeal of an arbitration decision, district court ruling upholding arbitrator's judgment against plaintiff is affirmed where: 1) the arbitrator's decision was based on the essence of the collective bargaining agreement and he acted within his authority to interpret; 2) the decision was not contrary to public policy; and 3) the arbitrator had the authority to decide what penalty was appropriate for the safety violation in question.
