Haxhiu v. Mukasey, 07-1097

Petition for review of a denial of an application for asylum, withholding of removal, and relief under the Convention against Torture is granted where substantial evidence did not support the IJ's findings that petitioner's persecution was not on account of his political opinion and that state actors were not responsible for the harm he alleged.
