Petition for review of a denial of petitioner's claim that he was wrongfully terminated in violation of the whistleblower provision of the Pipeline Safety Improvement Act is denied where, although the petition was timely, plaintiff's employment was terminated before the effective date of the Act and the Act did not have retroactive effect.
