Petition for review of a denial of a motion to reopen removal proceedings is granted where, because the government is the party in the best position to know how to properly address correspondence to an alien, once an alien satisfies his duty under the INA and provides an address where he can be contacted, it is the government's responsibility to ensure that mail is properly addressed so that it can be delivered to the location the alien provided.
