In a 42 U.S.C. section 1983 suit arising out of a detention and prosecution for public indecency, summary judgment for defendants is affirmed where: 1) the district court did not abuse its discretion in refusing to allow plaintiff to amend his complaint; 2) any evidentiary errors were harmless; 3) plaintiff was not deprived of a constitutional right through the city's refusal to accept a settlement offer; 4) a discrepancy in prosecution was an appropriate exercise of prosecutorial discretion; 5) the behavior of police officers in detaining plaintiff was reasonable, and did not display deliberate indifference to a serious injury or medical need; and 6) plaintiff's claim of an illegal search by a police officer failed because he did not name the officer in the complaint and did not prove that other officers should bear responsibility for failing to stop the searching officer.
