Cavel Int'l, Inc. v. Madigan, 07-2658
In a constitutional challenge to a statute banning the slaughter and export of horsemeat for human consumption by a producer and exporter of horsemeat, district court denial of an injunction pending appeal is reversed where the plaintiff would suffer a great harm if the statute were enforced, and plaintiff had shown enough chance of success on the merits for the balance of harms to entitle it to an injunction pending an expedited appeal.
