In a 42 U.S.C. section 1983 suit centering around the proper interpretation of a Cook County employment ordinance, summary judgment for defendant-county is vacated and the case is remanded with instructions to dismiss for lack of subject matter jurisdiction where plaintiffs lacked a serious claim under the Constitution over whether or not the pay-increase ordinance created a property right.
