In a suit under the Individuals with Disabilities Education Act by the parents of a child with Rett syndrome against a school district and a state board of education, summary judgment for the defendants is affirmed where: 1) the school district satisfied both its substantive and procedural obligations under the act; and 2) the claims against the board of education necessarily fail as a result of the rejection of the claims against the school district.
