In an investigation involving a university basketball team's violations of intercollegiate athletic league rules, a denial of motion for a protective order by the NCAA is affirmed where the burden of compliance with a Department of Education subpoena, even without a protective order to cushion the effect of compliance, is speculative and outweighed by the Department's investigatory needs.
