Sanctions for violation of a preliminary injunction against the sale of unregistered stocks or penny stocks is vacated and remanded where defendant violated the terms of the injunction, but the remedy provided without explanation by the district court bordered on a criminal penalty and the defendant did not receive the procedures required before an adjudication in criminal contempt.
