Skinner v. Barnhart, 05-4094
Denial of Supplemental Security Income is affirmed where: 1) petitioner received an adequate explanation of the consequences of waiving her personal appearance in the written waiver form she signed; 2) any procedural irregularity in petitioner's waiver of counsel was not prejudicial; 3) the ALJ fully and fairly developed and considered the record; and 4) the decision was supported by substantial evidence.
