Conviction for defrauding Medicaid is affirmed over defendant's assertions that: 1) evidentiary rulings admitting expert testimony and excluding an unpublished manuscript were erroneous; 2) a charge of substitute billing was not actually prohibited under Title 405 of the Indiana Administrative Code; and 3) the indictment was duplicitous insofar as it charged a single count of health care fraud carried out through three separate schemes.
