Grant of partial summary judgment in favor of defendant-insurer denying costs for certain claims in a suit by an intergovernmental agency concerning the interpretation of insurance contracts is reversed and remanded where plaintiff presented evidence sufficient to create a genuine issue of material fact regarding whether defendant's policy should have covered an estoppel claim made against plaintiff in underlying litigation.
