Miller v. Jones, 05-1932

Refusal to grant police chief qualified immunity in a suit alleging retaliation based on speech is affirmed where the plaintiff's speech was on a matter of public concern, and where the unconstitutionality of the chief's actions was clearly established at the time they occurred.
