Evans v. City of Chicago, 03-3844

Summary judgment for defendants in claims under the Racketeering Influenced and Corrupt Organizations Act (RICO), civil rights laws, and common law alleging police harassment is affirmed where there was no error in finding that plaintiff lacked RICO standing, and his civil rights and state law claims were barred by their respective statutes of limitation.
