Dismissal of plaintiff-inmate's suit, alleging that his constitutional rights were violated when he was not allowed to telephone his stockbroker, is reversed where Bivens v. Six Unknown Federal Narcotics Agents, 403 U.S. 388 (1971), authorizes the filing of constitutional tort suits against federal officers.
