HART v. SHEAHAN, 04-1443

Dismissal of plaintiff-inmates' claim of constitutional violations related to their confinement, for failure to state a claim, is reversed where the district judge misunderstood plaintiffs' claim, which has enough merit to withstand a motion to dismiss.
