Plaintiff's petition to review her request for asylum is dismissed due to lack of jurisdiction, but the denial of her request for withholding of removal is reversed where the Immigration Judge failed to recognize plaintiff's past persecution and he did not grant her the presumption that she would be subject to a future threat.
