Summary judgment was properly granted to the Wisconsin Department of Natural Resources on claims that it violated the Equal Protection Clause by denying plaintiff a permit to extend his pier unless he participated in an administrative hearing. Of the neighbors who were granted permits without hearings, none was similarly situated.
