HOWARD v. S. ILLINOIS RIVERBOAT CASINO CRUISES, INC., 02-3818, 02-3819

An indefinitely moored dockside casino with no transportation function or purpose is not a vessel "in navigation." Thus, injured plaintiffs-employees are not within the class protected by the Jones Act.
