Arbitration board acted within its discretion in enforcing the collective bargaining agreement provision requiring drug-testing of all plaintiff's employees, including those not represented by the union. The arbitral award must be enforced, except to the extent that it requires plaintiff to violate the bargaining rights of workers represented by other unions.
