Defendant, convicted of mail fraud, unsuccessfully challenges a four-level increase in his sentence under U.S.S.G. section 2F1.1(b)(6). "Investment companies" are "financial institutions," and a financial institution created solely for the purpose of defrauding investors can be considered a victim of a scheme to defraud, for purposes of imposing that guideline.
