The bankruptcy court injunction requiring Global NAPs, Inc. to "port" local numbers to competitive local exchange carriers that had agreed to furnish the debtor with lower-cost service, is premised on a questionable interpretation of "location" in the Telecommunications Act. The injunction is stayed pending an FCC decision on the meaning of "location" for purposes of wireline-to-wireline portability.
